Jeff Lyons

Director of Development

Jeff Lyons is the Director of Development of the Libertarian Policy Foundation. Jeff served more than eight years in the United States Navy. In addition to leadership experience in the Navy, he has deep experience in non-profit and political development, having served as Donor Relations Manager at Young Americans for Liberty, campaign manager of the Daniel Fishman for Auditor campaign in Massachusetts, and as Chair of the Libertarian Association of Massachusetts.


Richard Manzo

Director of Operations

Richard Manzo is the Director of Operations of the Libertarian Policy Foundation. Richard served the Jo Jorgensen for President campaign as Regional Director of New England operations. He is an elected official with experience stewarding public investments and overseeing public finance to drive efficiency and sustainability. Richard served as Communications Director, Vice Chair, and eventually Interim Chair of the Libertarian Party of New Hampshire, having received five awards for exemplary service before 2020.

Our board of directors help shape and provide direction for the Libertarian Policy Foundation. Each member brings a wealth of experience in advancing individual freedom and improving our world through private and political action.


Jordan Willow Evans

Board Chair

Jordan Willow Evans is the Chair of the Libertarian Policy Foundation's Board of Directors. Having served on and driven growth for numerous non-profits such as MassEquality, the Dudley-Charlton Education Foundation, and Outright Libertarians, Jordan provides a wealth of valuable experience and leadership to the Board. Jordan is a former elected official, serving her hometown of Charlton, Massachusetts as a member of the regional school committee, constable, and library trustee for seven years.


Valerie Sarwark

Board Treasurer

Valerie Sarwark is the Treasurer of the Libertarian Policy Foundation's Board of Directors. Valerie, with a career background in finance and project management, lends her expertise to the growth and stewardship of the Libertarian Policy Foundation's support. In addition to professional consultation for campaigns across the country, Valerie was a member of the Libertarian National Committee and its leading fundraiser, championing the development of affiliate organizations and state chapters nationwide.


John Buttrick

Board Member

John Buttrick is a member of the Libertarian Policy Institute’s Board of Directors. He was Chair of the Libertarian Party of Arizona from 2017 to 2018. He also served on the Libertarian National Committee and as a member of the Libertarian Party’s judicial committee. An attorney, he served the Superior Court of Arizona in Maricopa County as Judge and as a United States Magistrate Judge in the District Court for the District of Arizona.


Kevin Gaughen

Board Member

Kevin Gaughen is a member of the Libertarian Policy Foundation's Board of Directors. He previously served as the executive director of the Libertarian Party of Pennsylvania. With decades of experience as a libertarian activist, his strategic planning and direction grew the LPPA into one of the party’s most successful state affiliates with over 200 Libertarians elected to local offices. Kevin also serves on the board of directors for the new Keystone Party. In addition to political activism, Kevin is also a full-time real estate broker, a best-selling science-fiction author, and the father of three wonderful kids.
